Saudi Arabia Announces 1,301 Deaths During Hajj, Mostly Unregistered Pilgrims

                        Saudi Arabia has confirmed that 1,301 pilgrims died during the recent Hajj pilgrimage, attributing the high mortality rate to extreme heat and the presence of unregistered pilgrims. The tragic news was relayed by the Saudi health minister, Fahd Al-Jalajel, who highlighted the risks faced by those who undertook the pilgrimage without official permits.

"Regrettably, the number of mortalities reached 1,301, with 83 percent being unauthorised to perform Hajj and having walked long distances under direct sunlight, without adequate shelter or comfort," reported the official Saudi Press Agency (SPA).

Pilgrims Facing Extreme Heat

The Hajj pilgrimage, one of the five pillars of Islam, saw 1.8 million faithful participating this year, with 1.6 million coming from abroad. This year, the Hajj coincided with the sweltering Saudi summer, exacerbating the challenges faced by pilgrims. Many of the deceased were elderly or had chronic illnesses, and the primary cause of death was attributed to heat stress. The Saudi health system reported addressing numerous cases of heat stress, with some individuals still under care.

Unregistered Pilgrims and the Risks

A significant proportion of the deceased were unregistered pilgrims who lacked access to the amenities provided to those with official permits, such as air-conditioned tents and medical services. These pilgrims, driven by a desire to fulfil their religious duty, risked arrest and deportation by attempting the Hajj without a permit. The steep costs and limited availability of permits often push many to undertake the pilgrimage off-the-books.

Saudi authorities had cleared hundreds of thousands of unregistered pilgrims from Mecca before the Hajj. Despite these efforts, around 400,000 unregistered pilgrims participated, with a significant number reportedly from Egypt. The high mortality rate among Egyptian pilgrims has prompted the Egyptian government to take action against illegal pilgrimage organisers. Egyptian Prime Minister Mostafa Madbouly ordered 16 tourism companies to be stripped of their licenses and referred their managers to the public prosecutor.
Heat-Related Deaths and Official Responses

The official death toll, released by Saudi Arabia, includes unregistered pilgrims who suffered from heat-related issues. Diplomatic sources had previously reported over 1,100 deaths, with a significant number of casualties among Egyptians. For instance, 658 Egyptian pilgrims died, 630 of whom were unregistered. The deaths predominantly occurred during the two busiest days of Hajj: June 15, when pilgrims prayed on Mount Arafat, and June 16, during the "stoning of the devil" ritual in Mina.

A senior Saudi official defended the state's response to the crisis, stating that the government did not fail but that there was a misjudgement on the part of the unauthorised pilgrims who did not appreciate the risks involved.

Managing Hajj in Extreme Conditions

Despite the tragic loss of life, the Saudi health minister described the management of Hajj as "successful." The health system provided over 465,000 specialised treatment services, including 141,000 services to unregistered pilgrims. The challenges of managing such a massive event under extreme weather conditions are immense. The timing of Hajj, which moves forward about 11 days each year in the Gregorian calendar, has meant that for several years, the pilgrimage has taken place during the hottest months in Saudi Arabia.

Future Risks and Climate Change

A 2019 study published in the Geophysical Research Letters journal predicted that due to climate change, heat stress for Hajj pilgrims will exceed the "extreme danger threshold" in the coming decades. The study highlighted periods from 2047 to 2052 and 2079 to 2086 as particularly dangerous, with increasing frequency and intensity of heat stress as the century progresses.

The Importance of Official Hajj Permits

Hajj permits are allocated to countries on a quota system and distributed to individuals by lottery. Even for those who secure permits, the financial burden can be significant. This has led many to attempt the pilgrimage without official documentation, risking severe consequences.

Saudi authorities continue to emphasise the importance of obtaining official permits for Hajj. The provision of proper facilities and healthcare is crucial in managing the well-being of pilgrims. The recent events have underscored the dire consequences of undertaking the pilgrimage without adequate preparation and support.

The deaths of 1,301 pilgrims during this year's Hajj pilgrimage have cast a shadow over what is a deeply spiritual and significant event for Muslims worldwide. The extreme heat and the presence of a large number of unregistered pilgrims have highlighted the risks associated with the pilgrimage. Saudi Arabia's health system and the authorities' efforts to manage the situation have been commendable, but the tragedy underscores the need for better awareness and adherence to official guidelines.

As climate change continues to pose new challenges, the management of Hajj will require even greater vigilance and adaptation to ensure the safety and well-being of all pilgrims. The Hajj is a journey of faith, and ensuring it can be undertaken safely is a responsibility shared by all involved.
